Preliminary Research and Planning on Greenhouse Gas Emission Allowance Allocation and Administrative Measures

In order to implement the Greenhouse Gas Emission Reduction and Management Act, the goal of this project is to plan the distribution of Greenhouse Gas emission allowances, compliance period, designated sources, principle of calculation (grandfathering rule and benchmarking method), the way of payment (for free or with fixed price) and the calculation of national allocated emission allowances, through researching the latest allocation information, promoting experiences, and regulations of management mechanism of the major international countries (Tokyo of Japan, California of USA, Korea, EU, China, Regional Greenhouse Gas Initiative and so on) to analyze the economic and environmental impact assessment of allocation, which could gradually comply the 2050 long-term goal of Greenhouse Gas Emission Reduction and Management Act. In addition, this project not only provides relevant information and administrative support p but conducts related consultations of ministries and experts consulting conferences and public hearing for planning the allocation mechanism and developing the regulation of "Measures for the Management of Allocating Greenhouse Gas Emissions Allowances to utilities(draft)" Finally, via activities such as exchanging information and attending meetings with international organizations or think tanks, expanding international cooperation and capturing the international trend to promote the allocation measurements of National GHG Cap & Trade scheme.
